About Changa Higgins

Walter “Changa” Higgins is a dedicated father, small business owner, and community leader. 

His commitment to service to our community has been demonstrated through his proven track record as a grassroots organizer. His ability to work collaboratively with the community to create solutions has been exemplified by his work with Unify South Dallas, DISD District 9 Schools Taskforce, Mayor’s Task Force on Reducing Violent Crime, and Dallas Community Police Oversight Coalition.

Changa is committed to listening, and working with our community hand in hand to achieve tangible results. He will fight for inclusive and responsible economic development that benefits people who live in District 7, better city services, and safer communities. We need to reimagine what is possible, and strive for bold, innovative, and substantive solutions that the community can touch and feel. His policy priorities include: expanding opportunities for working people, creating a new vision for public safety, protecting the most vulnerable in our community, and environmental justice. 

Changa is our neighbor, and has deep roots in District 7. He has lived in neighborhoods throughout the District, and has been proud to call District 7 his home for the last 15 years. It is where he has raised and educated his children who attended neighborhood schools including JJ Rhodes, NW Harlee, and Skyline High School. Changa is a proud HBCU alumnus, and earned his degree from Langston University.
